An automated license plate reader (ALPR), also called a license plate reader (LPR), combines a camera with software that attempts to convert an image of a license plate into machine-readable text. Systems may be fixed beside a road, temporarily mounted, or installed on a vehicle.
The basic process is straightforward: a camera captures a vehicle and plate, software interprets the plate characters, and the system associates the read with details such as a time and location. The exact fields and workflow vary by system and operator. A policy and operational guide archived by the Office of Justice Programs describes both fixed and mobile systems, while a DHS privacy assessment gives a detailed example of the information a government-operated system may create.
Reads, alerts, and searches are different
These terms describe separate events:
- A read or detection is the system’s observation of a plate or vehicle.
- An alert is generated when a read appears to match an authorized list or other configured criterion.
- A search is a user’s query of stored data. An audit record documents that query and may include its date, agency, or stated reason.
A released search-audit record therefore does not establish that the vehicle was physically observed by a particular camera. Likewise, an alert is not proof by itself. Image quality, plate condition, viewing angle, and character recognition can affect a result. Flock Safety’s own LPR policy, for example, says its plate translation may be incomplete or inaccurate and instructs users to confirm the translation before acting.
What a public map can establish
A mapped ALPR location means a public source documents a camera or related record at that location. It does not necessarily establish that the equipment is active, that every device at the site has been counted, or that the record has been independently field-verified.
PlateReaderMap uses careful language for that reason: documented location describes the source record; it is not a claim that every ALPR in the country has been found or that every mapped record is current.
